Unfortunately not
The 'Bot Watch' jagex have been talking about is a progressive learning system. It identifies bots, learn how they work, what they do, then its given the go ahead to ban them, its a pretty slow system, but it does its job eventually and roots out the cause of the problem by being able to detect straight up if its a bot or not by identifying its patterns rather than banning single accounts over and over
