They're always too late... Blur already hates shields too much

I reckon the prices of the level 90 shields are going to start fluctuating.

Good, shields have been useless since before I started Runescape.

Sounds like it could make shields useful again. I mean the change to bash is good since there is no reason for shields to get another stun that puts other stuns on cd when each style already has access to their own stuns that work for the style and work for shield use. As for revenge haven't looked into it but could be good. The damage reductions would be nice but there really isn't a place that truly needs it usually.

As for defenders I think the better idea to make them useful again is to make them be hybrid weapons. Make them where they give access to both shield and dual wield abilities(change them so they would either work for all classes or make a range and mage equivalent) but at the cost of them having the stats of a shield 20 levels lower and offhand 10 levels lower. This way it gives people the option to have more dps then just a regular shield but less amour and hp for survivability while giving more survivability then a traditional dual wield at the cost of dps. Would make them have a great niche and thus have utility again.

Sometimes I wish RS would just allow roles (specifically in boss fights) typical to most mmo's whilst still keeping it's uniqueness.

This is one step closer to that, but I'm still wishful for a healer archetype always role a healer :p
