The way I read the first sentence there will still be a Halloween event, it will just have a new 'twist'.
Looks like an interesting month. I'm looking forward to rebuilding Lumbridge, hopefully the rewards for helping out will be decent! The trees are also a nice addition as we haven't seen a big update to Woodcutting since Ivy. It's an interesting concept allowing the new armour to be dropped by non-bosses too - I think I'll like it. Will give a much greater chance to those who don't enjoy bossing to still make some coin.
