Sorry to disappoint. The XP bonus of the boots does not stack with the penance horn bonus.
At level 99, Sköll boots last for 1,250,000 Agility experience.
Ah damn, guess I won't worry about using it then. I can use the effigies I get from getting 99 slayer on it (since crafting is maxed out of the two options) and I already have a three quarters full horn so meh.
