The July behind the scenes article revealed that the multiplier will be slightly lower when training in the Citadel. Disappointing, but at least it said slightly.

Haha.Since we can choose want goes in the spots, the areas will be bot free and we could earn a bonus ring for 1.5xp in certain skills outside the citadel it will probably be worth it to train there. The rings might be really hard to get or the expereince a lot lower, but hopefully that isnt the case.
