This line right there you said reminded me of something I'm always saying at work to those who want to reproduce copyrighted Images with out Copyright approval. SO many people bitch at me because I won't do them since it's against the law. That brought me to see that what they were doing really was a forum of copyright infringement. Because they were making money off of something Jagex put their heart and souls into build up from what started out in classic to what it is today.

Only reason I had mixed feelings about taking legal action with the players is if they didn't make money from it, if they were only using the program to cheat and get levels. If they made money in any kind of way from using a Bot then by all means yes take legal action.
