I would say to mine/fish/wc for your start up cash, then when you turn member, do fight arena/waterfall/grand tree to get your combat lvls up, then buy a rune scimitar, and maybe an offhand rune scimitar as well, then train at rock lobsters, and other places till you level up.
Most good things happen in members though, so having a F2P account makes it increasingly difficult for you to be able to maximize your gains.
