I'm pretty sure its if you had played classic before they closed it down for everyone. So if you had an original classic account when they switched over to RS2 or if you played RSC before they closed it to new members you can get a RSC cape. I was one of the ones I got to play it (still can play it too if I want to) before they closed it to new members.
