Since I can't judge the effectiveness of the new bot system at this current time, I'll go ahead and comment on the improved reporting functions. I think the new features will be nice and pretty helpful for everyone. I find it really interesting, though, that right-click reporting will no longer be pmod-exclusive. Nevertheless, it's a handy feature to have, so it's good that others will have access to it now. One can only hope it won't be abused, but I'm sure it will be fine.
I think your right, there could be a slight possibility of this new reporting system being abused!
