Believe it or not but there's a fountain like that in a city near my place :p
And like 50% of the people of that city are Jewish aswell :p

As Meg posted, it's just a symbol. Sure it has the Nazi notoriety behind it, but it also has many, many other meanings. I'm sure that's not what Jagex had in mind when they added it. Though, it is a little weird that they'd even put something resembling it in their game, just out of chance that someone would take it in this way.
