The trade screen tells you how much free inventory space the other player has, which is why the person in the video had to drop his talisman at the beginning. So it isn't necessary to trade a full 28 items. The junk is just a diversion anyway; the scammer doesn't want his victim to realize what the law talisman is for.
Also, dropped items don't appear to other players right away. The truth is, I don't think the video is real. Trading 75m away without being sure the hat is on the ground is a huge, unnecessary risk, and a scammer isn't likely to operate that way.
