So it isn't necessary to trade a full 28 items. The junk is just a diversion anyway; the scammer doesn't want his victim to realize what the law talisman is for.

Also, dropped items don't appear to other players right away. The truth is, I don't think the video is real. Trading 75m away without being sure the hat is on the ground is a huge, unnecessary risk, and a scammer isn't likely to operate that way.

I don't understand why you'd go to all that trouble to trade unless of course something dodgy is going on but there will always be people who are silly enough to fall for things like that.
