Jagex is not losing money, they are doing this because they are broke, they are doing this because they want even more money (they are greedy).

It really makes no sense for this program. It really just help those botters even more. They just make up new accounts and they reap the rewards.

They're just being greedy and probably want the money to 'move on' from RuneScape and plow it into another game, which will also turn out to be a money-making-scheme.
